Shawn, the main reason why election returns report fast is due to on-site reporters for an outfit called Decision Desk HQ. The Associated Press used to have a monopoly on this, now DDHQ can declare races up to 90 minutes faster than the AP. I've been doing election night reporting for them in my home county in Montgomery County, Illinois since 2016.
