Sean I can fix your window problem. You are right though you do need you on the outside of the window you need to spread some thick cock and depending on the color of your house, you might need some thick white caulk or some thick black caulk or perhaps a brown caulk. But most importantly, you want to make sure that caulk is so thick because you need to prevent the water from getting in.
