If you're going in to do something like that, it should already have been chambered and the safety off. I keep my gun loaded but not chambered and safety on. And as I draw my gun, I can chamber it and click the safety off. All in 1 movement, that guy's a rookie probably, just bought that thing. Doesn't know what he's doing.
